TITLE: Project Engineer on SCADA system, communication and security systems
LOCATION: Moscow
1. REPORTS TO
Chief Engineer, Construction Manager
2. AUTHORITY – In accordance with approved Expansion Project Delegation of Authority
3. JOB RESPONSIBILITIES
• In general, oversight, coordination and direction of all design, procurement and installation activities related to new SCADA, Control, and Instrumentation systems and equipment, communication and security systems of 0 – 116 km Project.
• Provide the compliance of the 0 – 116 km Project Cost Estimate and Schedule
• Participate in the development of Project procurement and contracting strategies
• Oversight of, and participation in, all pre-detailed engineering to ensure that preliminary designs meet all required criteria, are cost effective and, to the
extent possible, are consistent with existing SCADA and security systems designs.
• Ensure that procurement of SCADA, communication and security systems and equipment is scheduled, completed, and that materials are delivered undamaged to field sites in time to support field construction schedules.
• Ensure that appropriate and effective Safety and Quality programs are planned and implemented by all SCADA, communication and security system contractors. Witness all Factory Acceptance Tests and all Site Acceptance Tests.
• Ensure adherence to approved 0 – 116 Project schedules. If necessary, proactively recommend work program modifications to recover any schedule slip.
• Monitor and control expenditures within designated areas of responsibility and in accordance with approved 0 – 116 Project budgets.
• Oversee preparation, and provide final editorial review, of all periodic and special SCADA, communication and security system reports.
• Represent company as needed on all issues related to SCADA, communication, control, and security systems design and construction.
• Coordinate with, and when necessary assist, other Project Managers for the good of the overall 0 – 116 Project.
• Provide guidance to any SCADA, communication and security systems specialist contractors that may be required during the construction of 0 – 116 km section.
• Provide the realization of proper and effective industrial security assurance programs and quality of works by all Contractors.
4. QUALIFICATIONS (Technical Skills/Experience/Education required etc.)
• Degree – BSc or MSc in Engineering in appropriate field (Electronics, Communications, Computor Science etc.)
• 10+ years of SCADA, telecommunications or process controls experience in oil and gas, petrochemical, or similar industrial settings.
• 10+ years projects experience including previous overall responsibility for similar type and size project or, previous assignments as Operations Technology/SCADA Manager responsible for similar equipment & systems.
• International experience preferred
• Must be self-starting and capable of developing cooperative working relationships in a multi-national and geographically spread working environment.
• Good communication skills. Team player and team builder.
• Proficient in written and oral Russian and English - desirable
• Proficiency with Computer programs such as Word, Excel, PowerPoint and Email.
• Willing to learn & to teach
• Ability and willingness to work additional hours and travel - as the workload necessitates
